It is said that when you buy an apartment, you also buy your neighbors. Signing the sale-purchase contract of an apartment, whether it is an "old" block or one of a new residential complex, involves owning a space ( your apartment , defined in built square meters and useful square meters, well delimited by other spaces), responsibilities towards the common areas (hall, elevators, stairs, park, etc.) as well as the entry into a community (already existing or about to be formed).


Here, in the Aqua City project , we are building a community of people , for whom well-being and active health are top values. But even in such a group, where people share the same values, it is important to have a set of rules of good coexistence.

Below are 9 common sense rules for living together based on mutual respect and decency. Here are the rules for living together:

1. Follow the silence program

The quiet hours are - according to law 61/1991 - between 13.00 and 14.00 and 22.00 - 8.00. During these intervals it is forbidden to produce noises by using any device, object, musical instrument at high intensity. No loud voice is welcome either.

If there are emergencies - you have to use the drill at 7 in the morning or you have to install the furniture after 22.00 - the neighbors will be a little more understanding if you tell them this in advance. So, when you find out how to recondition your furniture and make noise, the first neighbors to be notified are the ones above, the ones below, the ones on the right and the ones on the left. So be very careful what time you schedule mini-projects for your apartment !

If, on the other hand, it's about a party and music, consider it normal to announce three levels: your level, the one above, the one below. This is the only way you can follow the block rules regarding noise.

How much noise in the block is too much noise?

  • a working refrigerator produces between 35 and 50 decibels;
  • a person speaks (normally) at a level between 50 and 75 decibels;
  • a whisper has 20 decibels;
  • in conditions of absolute silence, an average of 35-40 decibels can be recorded.

Theoretically, the fines will be applied for noises exceeding 110 decibels.

If the hearing impairment is great for the neighbors - if it is repeated several times during 24 hours - then you can be sanctioned with fines between 2,000 and 3,000 lei, but also with work for the benefit of the community (70 - 120 hours) .

2. Keep it clean

It will be important for both you and your neighbors to keep the block clean. Common areas are also your spaces, to a lesser extent than the apartment, but larger than the residential park, for example. And the way a place is maintained says a lot about how those who live there look at themselves.

3. Be careful when sorting and recycling your trash

Each staircase will have a space for short-term storage and storage of garbage.

It is very important that, right from the apartment, you sort the wet fraction (household waste, such as shells, vegetable and fruit scraps) from the dry fraction (plastic, paper, glass). Make sure that the glass containers are deposited in the glass container, the plastic ones in the plastic ones, and the paper ones in the paper ones. There will be a separate space for electrical and electronic equipment.

Smoking is prohibited in the hallways of the blocks of flats and in the common areas, but there will be some areas, properly signposted, where it will be allowed.

Cigarette butts and packaging should not be thrown out of the window, but only in specially designed spaces. In addition to the unsightly appearance, keep in mind that a cigarette that has not been properly extinguished can cause a fire, putting everyone's life in danger.

5. Do not store things in the hallway

The hall is that space for crossing and, in case of danger, for fast crossing. Beyond the aesthetic aspect, a hallway free of furniture / boxes / various objects, can make the difference between life and death.

6. You are responsible for your pet

If you have a pet, then you need to make sure that:

  • maintain cleanliness in common areas - especially for dogs that need to be taken for a walk;
  • respect the rights of other owners to silence.

In Romania, at national level, there is no law regarding the possession of pets in blocks of flats. However, there are decisions of the local councils - which have the force of law, if they do not violate legal provisions of other laws, such as the Animal Protection Law no. 205/2004 or the Law 196/2018 of the owners' associations.

7. Your correspondence is secret

This is not an asset of the building, such as energy performance , but a right that is regulated by law! You are the only person who has the right to open the correspondence addressed to him - whether we are talking about letters or invoices. Any other person who opens, steals, destroys, retains or discloses the contents of another's correspondence commits an offense - according to Article 302 of the Criminal Code - and is liable to a fine or even imprisonment for up to 3 months.

The common facilities are intended exclusively for the tenants of the building in question. It is totally forbidden for foreigners, who do not live in the complex, to use the common facilities such as garage, laundry or residential park .

If you have visiting friends, they can use certain facilities only with you.

9. Maintain a polite relationship with neighbors

Nobody says that you have to be friends with each neighbor, but even a simple greeting will guarantee you a friendly and respectful relationship with the rest of the tenants.

If you are attending meetings or meetings with tenants, try to maintain a polite and non-aggressive attitude as much as possible, even when you are contradictory. Speaking of meeting with the tenants, see also the next point!

It is important that the owners form an association.

Il consideram un pas inainte spre un trai in comun mai bun.
